This bill being passed means that:
Average speed enforcement is introduced: police can use paired camera readings to measure a vehicle's average speed between two detection points on a length of road and prosecute for exceeding the speed limit over that distance.
Emergency service vehicles are exempted from certain heavy vehicle fatigue management requirements in the Heavy Vehicle National Law when responding to emergencies.
The Head, Transport for Victoria gains power to temporarily declare and name roads without a ministerial order.
Toll road operators on EastLink, CityLink, North East Link, and West Gate Tunnel are protected from liability for tolling errors where an effective tolling statement has been issued; various technical corrections are made to those Acts.
