New Anti Money Laundering Measures, More Flexible Gambling Monitor Licensing, and Increased Player Protections (Offline precommitment, Require allowing electronic cashout)
Casino and Gambling Legislation Amendment Bill 2025
1st House
2nd House
Law
Effects of Bill:
This bill being passed means that:
the government will be able to set the length of the gaming machine monitoring licence, rather than it being fixed at 15 years.
the government will be able to require an extra “premium payment” for the monitoring licence, in addition to standard fees, reflecting the value of holding that licence.
the monitoring licensee may be required to provide compliance systems, such as alert systems that flag potentially suspicious or high-risk financial transactions (to help prevent money laundering). Examples: detection of repeat cash in/cash out cycles, or multiple transactions just below the reporting threshold
the public lottery licence framework will be updated so it can be extended beyond its current expiry in 2028, giving the government more flexibility in licence terms.
the role of the independent Review Panel that oversees gambling licensing will be updated, so its referral and reporting processes match the new flexible licensing system.
the pre-commitment system at the Melbourne casino (where players set limits on their gambling) will continue to work even if the online system is down, by temporarily storing limits locally.
casinos, gaming venues and bingo centres that pay winnings will need to offer electronic funds transfer as an option, supporting the phase-out of cheques.
Gendered terms in gambling laws, such as “he” or “chairman,” will be replaced with gender-neutral language (they, chairperson)
