The number of trustees is increased from 7 to 9 part-time members to accommodate the trust's expanded responsibilities across Victoria.

New provisions allow for the removal or suspension of trustees who fail to disclose conflicts of interest, aligning the trust's governance with contemporary standards.

Certain powers are transferred from the Governor in Council to the minister, streamlining decision-making processes. This includes appointing a deputy chairperson or acting chairperson when necessary.
