Effects of Bill:

This bill being passed means that:

All complaints and investigations about disability services will be handled by the Social Services Regulator, and the separate Disability Services Commissioner will be shut down.

The new system that blocks unsafe people from working with foster kids, kinship care kids, or kids living in group homes will not start until mid-2026. In the meantime, the old safety-check systems will keep running until the new one begins, so children are still protected during the delay.

The job of checking how carers and workers in out-of-home care are monitored will move from the government department to the Social Services Regulator.

The legal definitions and notice rules for specialist disability housing and supported residential services will be made consistent across different laws, so everyone follows the same rules.

The start date for the rules that limit how information from regulatory investigations can be shared will be pushed back, so they begin later than originally planned.

There will be clear rules about how current cases, records, and responsibilities are transferred from the old agencies to the new regulator, so nothing gets lost during the changeover.
