This bill being passed means that:
Anyone who can witness a commonwealth (Federal) Stat Dec can now definitely witness one under Victorian law;
A child or disabled person can swear "I promise to tell the truth" instead of trying to pronounce the full oath, which some intellectually disabled or very young people have reportedly struggled with
The law says that an oath can be taken regardless of whether a person believes in God (or gods)
