This bill being passed means that:
This bill clarifies that when allocating social housing based on needs, this decision can be made without worrying about the anti-discrimination provisions that normally apply when renting out a property; A property does not have to be rented to someone who applies but does not meet criteria for such housing
The Director of Public Housing is exempt from having to accept Centrepay, because as it turns out, Centrepay is not available to state and territory housing authorities
Public Housing rents are often tied to income and change as the tenants income changes; This bill clarifies that this is NOT an increase in rent that requires written notice and a once-in-12-months limit.
This bill clarifies that in the part of the law talking about eviction for non-payment, the amount of rent owed by a tenant in public housing is the (actual, reduced) amount they were supposed to be paying, not the full market rate of the house they are living in.
The terms registered agency, registered housing agency, and rental rebate are defined for more clarity - this does not appear to have any major functional significance and is just to make the terms absolutely clear and avoid any arguments
