This bill being passed means that:

Petrol produced from operations in Victorian waters must first be offered for sale in Victoria to Aussie companies on reasonable terms, and if there is not a buyer then the petrol can be offered to LNG exporters

The Moratorium (hold) on petrol mining and production that was put in place from March 2017 to the end of June 2020 is being extended to the middle of 2021
