Effects of Bill:
This bill being passed means that:
Only Residents will vote by default, non resident owners can opt in to vote
Voting procedures will be standardised across the state so the ballot papers etc are all done the same way across different councils
Each ward - a sub-area in a council - will now be represented by one person (previously many wards had two); except for Melbourne City Council and Rural shires
New Code of Conduct and penalties for serious misconduct including being disqualified
Mandatory training and induction for candidates and councillors
Councils will now be required to create long term 4 and 10 year plans
Less ministerial approvals being required
More freedom for councils to work with other organisations and agencies
