Effects of Bill:
This bill being passed means that:
Vic Govt Purchasing Board is to be renamed Victorian Government Procurement Board;
required reports must be compliant with Australian Accounting Standards;
Government Departments are to be funded out of the Consolidated Fund via a Trust account for each department (which can go into overdraft);
Money received from another jurisdiction (such as Federal money for building roads) may be paid into a trust fund, and paid out up to the amount received from the other jurisdiction but not exceeding it;
Public money from the Public Account may be invested by a Minister, and this is not to be considered a transaction as far as any Act is concerned;
and some other accounting things including treating depreciation as actual loss of funds, and allowing for advances on the following years budget. You should probably read the bill yourself if you understand accounting, it is very technical
