This bill being passed means that:

Issuing single use plastic bags to customers will result in a fine;

Authorised officers now have powers of entry at Any Reasonable Time to check if bags are being issued or not;

Falsely presenting normal plastic bags as biodegradable or otherwise exempt now carries penalties;
