Effects of Bill:
This bill being passed means that:
The Essential Services Commision (ESC) no longer has its own appeals panel, but grievances will now be heard by VCAT;
The minister can now appoint the ESC chairperson, as that is simpler than current arrangements;
The purpose of the ESC includes publicly reporting on the market structure and performance of regulated industries, this is now enshrined in law;
Next review of the ESC Act will be by 2026.
