Effects of Bill:
This bill being passed means that:
the Dog and Cat Management Act 1995 (SA) will introduce a compulsory requirement for anyone who breeds dogs or cats for sale to be registered as a breeder with the Dog and Cat Management Board.
it will be an offence to sell, advertise, or give away a dog or cat bred in South Australia without including the breeder’s registration number in the advertisement or sale documents.
the Act will allow suspension or cancellation of breeder registration for non-compliance, with penalties including fines.
breeders will be required to comply with new standards and guidelines for the welfare and housing of breeding animals set by regulation.
the Dog and Cat Management Board will gain expanded inspection and enforcement powers to check breeder facilities and enforce compliance.
penalties will apply for breeding without registration, with fines of up to $2,500 for individuals and higher for corporations.
