Effects of Bill:
This bill being passed means that:
The \"Health Performance Council\" will be abolished; instead, performance will be managed directly by the department of Health/ the \r\noffice of the Minister for Health in accordance with new contracts
Incorporated Hospitals and the SA Ambulance Service must enter into a Service Agreement with the health minister which includes both the income supplied by the hospital or service, and the services and expected standards of care provided by the hospital/service, specifically including how they will implement ATSI-friendly or ATSI-specific health services
The bill specifically says that agreements/ hospital boards must "...ensure that the incorporated hospital operates programs that
promote preventative and primary health care, including the preventative and primary health care of Aboriginal and Torres Strait Islander people, within local communities"
Four Health Advisory Councils will be abolished: the Women's and Children's Health Network Health Advisory Council;
the Northern Adelaide Local Health Network Health Advisory Council; the Central Adelaide Local Health Network Health Advisory
Council; and the Southern Adelaide Local Health Advisory Council.
Where there are references in laws and acts to specific hospitals and abolished HACs, which have been replaced by something else, the Minister for Health can make a statement in the Gazette indicating which entity the reference in the laws should point to in practice
