Effects of Bill:
This bill being passed means that:
Local Councils can only be under administration (this is called a defaulting council) for a maximum of 24 months
If a council is under default (sacked, or placed under administration), previous council representatives can no longer keep claiming councillor allowances
Coober Pedy council has a special exemption to remain under administration until the normal council elections in 2022 (this is a grandfathering clause to avoid having to call a sudden extra election).
