If this bill passes, it means that:

Casino operators and their officers must help a manager run casino operations.
This includes providing shared services and infrastructure.
Casino operators face fines of 120 penalty units for failing to help the manager.
A manager can be appointed to oversee a casino if its licence is suspended, cancelled or surrendered.
The manager can borrow money and transfer liabilities like loyalty programs.
The manager must follow a duty of care when selling assets.
Debts to the State and manager expenses are paid before the casino operator gets any sale proceeds.
Venues outside the casino cannot let people play gaming machines between 4:00 a.m. and 10:00 a.m.
