If this bill passes, it means that:

Regulations can now set civil penalties for breaching declared system provisions.
The Supreme Court can order people to pay these civil penalties.
The Minister must consider market liquidity and consumer impacts before making a T-3 reliability instrument.
The Minister must consult the Premier and the Treasurer before making a T-3 reliability instrument.
The Minister must publish the T-3 reliability instrument and the reasons for it in the Government Gazette.
The Governor in Council can add more matters the Minister must consider for T-3 reliability instruments.
The Department is now defined as the Department of Energy, Environment and Climate Action.
