Effects of this bill

If this bill passes, it means that:

The Minister cannot compulsorily acquire land for services associated with early childhood education. This is banned unless the land is also being acquired for early childhood education and care.
The Minister can now lease land or premises to provide early childhood education and care. This includes services that benefit early childhood education.
The law establishes that all Victorians should have access to early childhood education regardless of location or wealth.
The State will support early childhood education in areas where there is not enough provision.
The principles regarding early childhood education access cannot be used as a basis for civil lawsuits.
The law replaces the term 'preschool program' with 'kindergarten program'.
