Effects of this bill
If this bill passes, it means that:
The Board cannot grant parole to Paul Denyer unless he or someone else applies for it.
The Board can only grant parole if Paul Denyer is in imminent danger of dying.
The Board can also grant parole if he is seriously incapacitated.
He must no longer have the physical ability to harm anyone.
He must prove he is not a risk to the community.
The Board must be satisfied that parole is justified based on these facts.
The Charter of Human Rights and Responsibilities Act does not apply to these rules.
