Effects of this bill

If this bill passes, it means that:

The Adult Parole Board cannot grant parole to Paul Denyer unless he or someone else applies for it.
The Adult Parole Board can only release Paul Denyer if a report shows he is dying or seriously incapacitated.
The Board must prove Paul Denyer no longer has the physical capacity to harm anyone.
The Board must set a no-return period of up to 5 years if it refuses parole for prisoners serving life with a fixed non-parole period.
The Board cannot grant parole during a no-return period unless the prisoner is dying or seriously incapacitated.
The Board can declare a restricted prisoner ineligible for parole for 5 to 10 years if it is in the public interest.
The Board cannot release a restricted prisoner during this declaration unless they are dying or seriously incapacitated.
The law lets officials disclose personal or confidential information if it is authorised under the new rules.
