If this bill passes, it means that:

People who use a carriage service to plan harm or sexual activity with children under 16 commit a Class 2 offence.
These people must register as offenders under the Sex Offenders Registration Act 2004.
The Competition Policy Reform (Victoria) Act 1995 updates references from the Trade Practices Act to the Competition and Consumer Act.
This update confirms that the same conduct can be punished under more than one law without double jeopardy.
The Act updates the definitions of Commission, Council, officer, and Tribunal.
