If this bill passes, it means that:

People in Victoria have a legal right to adequate housing.
Adequate housing must be affordable and structurally sound.
Housing must be safe and close to public services.
Victoria sets a target to end homelessness by 2030.
The Minister must create a plan to reach this target.
The Minister must report on homelessness progress every year.
The Minister must table the plan and reports in Parliament.
The Minister must publish the plan and reports on the Department website.
