Effects of this bill
If this bill passes, it means that:
Children under 14 years can no longer commit a criminal offence.
Children under 14 years cannot be sent to a youth residential centre.
The Youth Parole Board can no longer transfer children under 14 years to a youth justice centre.
Police and the Children's Court cannot take fingerprints or forensic samples from children under 14 years.
The minimum age for infringement offences rises from 10 to 14 years.
The law bans solitary confinement for children in remand, residential, and youth justice centres.
Solitary confinement is defined as isolation without human contact for more than 22 hours a day.
