Effects of this bill

If this bill passes, it means that:

Young people aged 15 years and 9 months to under 21 can apply for a financial allowance to help them move into adulthood.
Young people under permanent care orders are eligible for the allowance if they are 18 or older.
Young people aged 16 or over are eligible if their family reunification, long-term care, or Secretary care orders have ended.
The Secretary must provide services to help young people gain the skills for independent living.
The Secretary must grant the allowance if the young person is eligible on the day of the decision.
Young people can take a decision to refuse the allowance to VCAT for review.
Home based carers must spend the allowance only on support and accommodation for the young person.
