Effects of this bill

If this bill passes, it means that:

Venues NSW can now build hotels and other short-stay accommodation on its stadium land in Parramatta (CommBank Stadium), Newcastle (McDonald Jones Stadium), Wollongong (WIN Stadium) and Penrith (Penrith Stadium), which the law used to ban.
Venues NSW can now also build housing on that same land, which was banned too.
Around the historic Sydney Cricket Ground and Moore Park sports precinct, building hotels or homes is still banned, except on two small parcels there that were already allowed to be used this way.
The bill also renames part of the Act and fixes an outdated cross-reference in its schedules -- neither change affects what's actually allowed anywhere.

The Debate

What different members said when this bill was debated:

Natalie Ward LIB

“I was part way through my contribution to debate on the Sporting Venues Authorities Amendment Bill 2025, which we support with some amendments. The irony does not escape me that the now Government opposed this issue when it was first moved.”

Stephen Kamper ALP

“The bill seeks to amend section 30AI of the Sporting Venues Authorities Act, which currently prohibits the development of visitor and residential accommodation on Venues NSW land. While small in stature, this amendment is big on outcome. It is a decisive step forward to unlock the potential of Venues NSW as a powerhouse of employment and tourism for New South Wales and Australia.”

Mark Buttigieg ALP

“In particular, I thank the Hon. John Ruddick, the Hon. Cameron Murphy, the Hon. Susan Carter and the Hon. Natalie Ward for their contributions to the debate. I acknowledge Dr Amanda Cohn’s comments. The bill is about keeping our venues strong, sustainable and future ready. Venues NSW already manages a network worth more than $4 billion, attracting over five million visitors each year.”
