If this bill passes, it means that:
The Independent Planning Commission and regional planning panels must consult councils before exercising planning functions.
Consent authorities must determine minor modification applications within 14 days; they cannot refuse an application if they miss this deadline.
Determining authorities can consider environmental risks; this review must be proportionate to the activity's nature.
The Minister or Planning Secretary must notify the principal certifier before declaring a project state significant.
