Effects of this bill
If this bill passes, it means that:
Instead of major decisions needing to be put into the law by the state parliament, the PMI Library will now be managed as an Incorporated Association with the same freedom and responsibilities as most other similar Associations.
Staff agreements and contracts will be kept the same and just transferred to the new Association, although they may be changed later in line with Incorporated Association rules.
The Prahran Mechanics' Institute Act 1899 is repealed.
The PMI Circulating Library is dissolved. This ends its governing committee and cancels its rules and regulations.
The PMI Victorian History Library takes over all property, rights, and debts from the PMI Circulating Library.
The PMI Victorian History Library takes over all existing leases and security deposits from the PMI Circulating Library.
Staff from the PMI Circulating Library transfer to the PMI Victorian History Library. They keep the same pay, conditions, and benefits, and their service is treated as continuous.
The transfer of property and rights under this Act is exempt from stamp duty and other taxes.
The Governor in Council can make temporary regulations to manage the transition between the two libraries.
