The EPA can publish orders in the Gazette requiring people to provide information about chemicals.
People who ignore these chemical use notices face fines between $7,500 and $15,000.
Authorised officers can seize and remove chemicals; they can also seize the vehicles or containers used to move them.
Officers can order the occupier of a site to keep specific records after a seizure.
The Land and Environment Court can transfer ownership of seized chemicals and containers to the Crown.
Licence holders must create a pollution incident response management plan.
The law adopts the Commonwealth definition for industrial chemicals and their manufacture.
