Effects of this bill
If this bill passes, it means that:
The Governor-General can hold a national plebiscite on migration levels to Australia.
The Governor-General must issue the writ for the plebiscite on the same day as the next general election; the voting day and roll closing date must match that election.
Broadcasters must give opposing views a reasonable opportunity to be heard if they broadcast plebiscite matter during the election period.
Members of Parliament can appoint scrutineers to monitor voting and counting in their State or Territory.
The Electoral Commissioner can order a recount of ballot-papers on their own motion or if a Member of Parliament requests one.
The Electoral Commissioner must certify the total number of 'yes' votes once the required statements are received.
Members of Parliament must sign any petition to the High Court regarding the plebiscite; they must also notify the Electoral Commission of the filing.
Voting informally on a ballot-paper is not a criminal offence.
