Effects of this bill
If this bill passes, it means that:
The Family and Child Commission is abolished; the Family and Child Commission Act 2014 is repealed.
The Queensland Protection Commissioner is established to oversee the child protection system; the commissioner must maintain a child death register to identify trends in child deaths.
Public entities must comply with notices from the commissioner to provide information; entities can refuse if disclosure endangers safety or prejudices an investigation.
Researchers can only access the child death register with the commissioner's consent; the commissioner must be satisfied the person is a genuine researcher.
Board members of the Child Death Review Board must notify the minister immediately if they are convicted of an indictable offence.
The minister, commissioner, and their staff are banned from recording or disclosing confidential information gained through their roles.
Officials are protected from civil liability for honest acts done without negligence; the state takes on the liability instead.
