Effects of this bill

If this bill passes, it means that:

Applicants for offsets project declarations must pass a fit and proper person test; this test also applies to agents and people who prepared the application or report.
The Regulator must get consent from registered native title bodies or claimants before declaring an area-based offsets project on native title land.
The Minister can declare a carbon methodology as superseded; the Minister must then specify alternative methods for eligible projects.
Members of the Carbon Abatement Integrity Committee cannot do paid work that conflicts with their duties.
The Secretary cannot delegate carbon abatement purchasing powers to the Regulator; the Regulator cannot sub-delegate any other purchasing functions.
The Regulator must give the Secretary any information requested for public reporting purposes.
Research and development activities are ignored when deciding if an offsets project had already begun before its application was made.
