Effects of this bill

If this bill passes, it means that:

General, hotel, club, packaged liquor, liquor production, and interstate direct sales licence holders must follow new delivery hours.
Liquor can be delivered between 10 am and 10 pm if the order is placed on the same day.
Liquor can be delivered between 8 am and 10 pm if the order is placed on a different day.
Retail liquor orders delivered to a South Australian address must have a delay of at least 2 hours between the order and delivery.
The law now uses the term 'domestic, family and sexual violence' instead of 'domestic violence'.

The Debate

What different members said when this bill was debated:

Nicola Centofanti LIB

“I rise as the lead speaker for the opposition in support of the Liquor Licensing (Royal Commission Recommendations) Amendment Bill 2026. This bill is importantly about implementing recommendations arising from the Royal Commission into Domestic, Family and Sexual Violence. Carlos Quaremba PHON

Sarah Game NULL

“I rise to speak on the Liquor Licensing (Royal Commission Recommendations) Amendment Bill 2026. The bill comes before us following recommendations arising from the royal commission and I want to be clear from the outset: Family First expects strong and effective action to reduce alcohol-related harm and protect South Australians from domestic, family and sexual violence.”

Robert Simms GRN

“I rise to speak on behalf of the Greens on the Liquor Licensing (Royal Commission Recommendations) Amendment Bill 2026, and to indicate that the Greens will, of course, be supporting this legislation. As other speakers have identified, this bill progresses two prevention reforms from recommendations 128 and 129 of the Royal Commission into Domestic, Family and Sexual Violence.”

Cory Bernardi PHON

“In rising to speak to the Liquor Licensing (Royal Commission Recommendations) Amendment Bill 2026 I find myself responding to the Hon. Mr Simms’s curiosity. I find it curious that a political party that purports to reflect the green agenda is happy to raze lots of forests and things in order to put solar panels and wind turbines up. It is a misnomer, and I would suggest the Hon.”

Mira El Dannawi ALP

“I rise to speak in support of the Liquor Licensing (Royal Commission Recommendations) Amendment Bill. This amendment is a reasonable and important action introducing stronger measures to reduce alcohol-related harm. Family, domestic and sexual violence remains a significant social issue that causes profound harm to individuals, families and communities across Australia.”

Hilton Gumbys ALP

“I, too, rise to speak in strong support of the Liquor Licensing (Royal Commission Recommendations) Amendment Bill 2026. The Royal Commission into Domestic, Family and Sexual Violence was a landmark inquiry for South Australia.”
