If this bill passes, it means that:

The passenger movement charge increases from $70 to $80 for people departing Australia.
The higher fee applies to departures on or after 1 January 2027.
People keep the $70 rate if they use a ticket bought before the law starts; this applies to departures between 1 January 2027 and 30 June 2028.
