If this bill passes, it means that:
The Local Government Fair Jobs Code Regulator can monitor if a CEO follows the Fair Jobs Code; it can issue notices and decisions based on complaints or assessments.
CEOs must follow the Fair Jobs Code unless an exemption applies.
Councillors cannot perform duties or attend meetings and premises while stood down.
Criminal offence for Councillors who attend meetings or premises while stood down; they may have to pay back allowances and return equipment.
Mayors and Deputy Mayors cannot perform their office duties once they notify their candidacy for a parliamentary election.
Councillors cannot be elected or appointed as Mayor or Deputy Mayor during their parliamentary candidacy period.
Councils must adopt prescribed procedures for handling Model Councillor Code of Conduct breaches; this includes serious misconduct or disputes between Councillors.
The Melbourne City Council can now set its highest differential rate at up to 4 times its lowest rate.
