Effects of this bill

If this bill passes, it means that:

Prisoners who do not work outdoors can only be in the open air for an hour a day if the weather permits; it must also be reasonably practicable based on operational considerations.
Operational considerations include prison security; they also include the welfare and safe custody of prisoners.
The Charter of Human Rights and Responsibilities does not apply to these open air restrictions.
The Crown does not have to pay damages for losses caused by limiting open air access before the law starts.
This ban on payments also applies to court cases started before the law begins; this is true if the case is not finished by the start date.
