Effects of this bill

If this bill passes, it means that:

Tenants can make safety modifications to a home without the owner's consent; the change must not break other laws or cause permanent damage.
Tenants can apply to the Commissioner for an order to make a modification if the owner's refusal is unreasonable.
The Commissioner can grant or refuse the modification order; they must notify the owner and tenant of the decision within 3 days.
Owners and tenants can appeal the Commissioner's decision to the Tribunal within 14 days.
Tenants can remove safety modifications they installed; they cannot do so if it causes permanent damage.
