Effects of this bill
If this bill passes, it means that:
The Authority must give the Coordinator any information they request to help them do their job
The Authority and people sharing information are protected from civil or criminal liability; this disclosure is not a breach of professional ethics or secrecy
People must pay a capital charge to network service providers to access services via a relevant network
Regulations must include a mechanism to stop network service providers from earning too much revenue
The Code or electricity market rules can modify regulations to fit specific circumstances
The Minister can issue orders to handle transitional matters; these orders cannot impose new liabilities on people for past actions
The Coordinator must review the scheme and report on its effectiveness every five years
