Effects of this bill

If this bill passes, it means that:

Defence Force members cannot serve outside Australia unless both Houses of Parliament agree.
The Governor-General can bypass Parliament to allow overseas service if the Prime Minister declares an emergency in writing.
Emergency proclamations expire after 7 days if Parliament is not sitting or is dissolved for an election.
The Governor-General and Prime Minister must publish emergency proclamations and the supporting advice within 24 hours.
The Governor-General must table the proclamation and a detailed report in Parliament within 2 days.
Presiding officers must summon their House to meet if it is adjourned during an emergency proclamation.
The Minister must provide written reports to Parliament every two months on the status and legality of overseas deployments.
