Effects of this bill
If this bill passes, it means that:
People in charge of animals face fines for failing to provide water or shelter
Fines apply to anyone who secures a dog in a way that causes unnecessary suffering
Authorised officers can enter premises if they have reasonable grounds
People cannot use electric stock prods on an animal's face, udders, anus, or genitals; they cannot use them on animals under 3 months old
People can use electro-ejaculators to collect semen from conscious cattle, buffalo, or sheep
People can use electronic collars and transmitters to contain dogs or cats
People possessing animal sexual abuse or crush material are exempt from prosecution if the material is for legitimate medical or health research
People who keep animals on their property can be fined up to 50 penalty units if they fail to provide the animals with water or shelter.
People who secure dogs in a way that causes unnecessary or unreasonable suffering can be fined up to 50 penalty units.
Using electric stock prods on an animal's face, udders, anus, or genitals is banned. Using these prods on animals under 3 months old is also banned.
People who break rules regarding the use of prong collars can be fined up to 2 penalty units.
Authorised officers can enter a property if they have specific grounds to do so, but they must give at least 48 hours' notice.
People are not charged with a crime for possessing animal sexual abuse or 'animal crush' material if they have it for legitimate medical or health research.
When deciding if an animal is too restricted to move properly, people must consider the animal's age, size and physical condition.
