Effects of this bill
If this bill passes, it means that:
The Finance Minister must create a system to ban suppliers from Commonwealth procurement contracts for up to five years; this applies if they engage in unethical conduct.
Unethical conduct includes recent criminal convictions; it also includes proven tax avoidance or poor labour practices.
The Finance Minister must consider the conduct of a supplier's directors, senior officers, or related entities when deciding on a ban.
The Finance Minister must maintain a public register of all excluded entities; this list must be published on the Department's website.
The register must list any decision to sign a contract despite a supplier's unethical conduct.
The Finance Minister must provide a process for people to correct their information in the register.
A review process must be established for those banned from entering procurement contracts.
