If this bill passes, it means that:

The Australian Tertiary Education Commission (ATEC) is established to improve higher education access and success for Aboriginal and Torres Strait Islander people.
The Minister can give written directions to ATEC Commissioners.
ATEC can enter into mission-based compacts on behalf of the Commonwealth; it must decide the terms and form of these compacts.
Education providers must provide information to ATEC when the commission makes an assessment.
ATEC can suspend a provider's compact if the provider cannot meet the compact terms; it can also suspend a compact if a provider fails to provide requested information.
ATEC must publish a list of suspended providers on its website.
ATEC must prepare and publish an annual report on the state of the tertiary education system.
