Effects of this bill

If this bill passes, it means that:

The government establishes a universal outdoor mobile regime; this ensures mobile coverage is available to all people in Australia on an equitable basis.
The Minister can set standards for mobile telecommunications services via legislative instrument.
The Minister can determine the specific circumstances or matters used to decide if a provider is appropriate for a coverage area.
Primary universal outdoor mobile providers must meet or exceed minimum service benchmarks.
Carriers and carriage service providers must meet or exceed minimum benchmarks.
The Minister can decide in writing if a person is a former provider.
Outdoor coverage obligations do not apply to buildings, vehicles, aircraft, vessels, or underground and underwater areas.
