Effects of this bill

If this bill passes, it means that:

The Public Lending Right Act 1985 is repealed.
The old lending scheme still applies to payments and decisions made before the new law starts.
The new Public and Educational Lending Rights Committee takes over all powers from the old committee.
Payments under the old scheme must stop after three years; exceptions apply for court orders or correcting underpayments.
Claims made under the old scheme that are still pending move to the new scheme.
The Minister can make transitional rules; these rules cannot create new crimes or taxes.
Members of the old committee are automatically appointed to the new committee.
Time spent on the old committee counts toward the nine-year term limit for the new committee.
