Effects of this bill

If this bill passes, it means that:

The Act binds the Crown in the States, ACT, and Northern Territory; it does not bind the Commonwealth.
The Act cannot impose a tax on property belonging to a State.
Regulations can set charges for administering the Environment Protection and Biodiversity Conservation Act; these charges are treated as taxes.
The Minister must be satisfied that a charge recovers no more than the Commonwealth's likely costs before it is set.
Regulations can provide exemptions from these charges.
The Act applies to external Territories; it also applies to matters outside Australia.
