Effects of this bill
If this bill passes, it means that:
Trustees must establish and maintain construction trust accounts.
Trustees must make payments into these accounts.
Funds in a construction trust account become unavailable if the trustee fails to meet its obligations.
Principals of a contract must notify parties when they withhold payment.
Head contractors must pay any withheld amounts if they have not already paid the full sum.
