This bill being passed means that... to clear up confusion, it is made clear that nobody has to comply to an approved registration standard that has NOT actually taken effect yet
This bill being passed means that... Minor technical changes to wording are made in Clause 5 and 10 that might mean that technically, the staff working for the Disability Worker Commissioner are employed by the Commissioner, rather than the Commission (which possibly no longer exists under the new NDIS scheme?) but can still do the same things they were previously
This bill being passed means that... Disability workers no longer need to be on the Victorian Register as there are new arrangements in place instead
This bill being passed means that... There are new provisions for Authorised officers to be appointed to investigate and enforce compliance by registered and unregistered disability workers or students

Experience that counts toward disability worker qualifications has been extended back to 2012 - previously you needed to have at least two years experience since 30 Sept 2019 to have your registration recognised. Given that this is only a year ago, it sounds like it was a mistake that is being corrected
