Effects of Bill:

This bill being passed means that... The Crown (NSW government), Parks and Wildlife, Water NSW, Local Councils, and roads authorities (in relation to public roads) were exempt from being required to share the cost of boundary fences like every other neighbour in the country - this exemption is being removed and NSW governments and agencies will be required to share the cost of boundary fences.
This bill being passed means that... Irrigation corporations and Aboriginal Land Councils will remain exempt from the rules (they won't be required to help pay for boundary fences).
